Maps Won't Rotate on Dedicated server!!!

I can't get my maps to rotate!!!! What am I doing wrong.

my server.cfg contains the following:
map dodge
set maplist 1
set maplistfile "maplist_2.txt"

My map list looks like this:
dodge "Dodge City"
town "Bloodbath Town"
railroad "Railroad"
marics_gs1 "Stone Valley"
marics_gs2 "Dry Gulch"
cheyenne "Cheyenne"
