No its a dll and cgi script that fakes my
server into thinking you have rcon.
The vote needs to pass by 51% so if more than
one person is on the server both need to vote.
They type "vote yes" in the console if they
don't know how to vote it defaults to "vote no"
you have 45 sec to vote and the server will
remind you about 3 times.
