[2.4] Actions

   When time is a factor, anything performed by a character is broken down into Actions. An Action take the time of a single combat round, 3 seconds, and during that time a character can can do a quantifiable thing: he or she can run so far, fire a weapon so many times, etc. Many of these things are described in detail in Section 4.2: Actions, as is the concept of the Action itself.

   Keep in mind that the combat round defines the action, not the other way around. An Action is a movement or related and consecutive series of movements that takes place within the span of 3 seconds. If you can't do something within that time frame, you can't do it in a single action.
